Wisconsin Introduces Motor Vehicle Registration Rights Bill

In cooperation with Wisconsin's collector vehicle community, legislation (S.B. 462) has been introduced in the Wisconsin State Senate to provide legal registration to hobby vehicles with a clear title, required safety equipment and in good working order.  Under the bill, these registrations would be available to owners regardless of the vehicle’s color, former owner, or previous uses.  A companion bill will soon be introduced in the Wisconsin House of Representatives.  

We Urge You to Contact members of the Wisconsin Senate Transportation Committee (Contact Info Below) Immediately to Request Support for S.B. 462

  • S.B. 462 ensures that all vehicles, including ones that predate Federal Motor Vehicle Safety Standards (FMVSS) or are specifically exempted from them, are not denied registration or forced into a highly-restrictive registration class, for non-compliance with FMVSS.  This includes pre-1968 vehicles, imports, kit-cars, government surplus vehicles, etc.
     
  • S.B. 462 allows owners of government surplus (former military) vehicles the option to license them for regular uses, provided the vehicle meets the Wisconsin equipment requirements.
     
  • S.B. 462 allows the owner to request an inspection to establish whether their vehicle meets equipment standards for the year of manufacture, in the event an application for registration is denied because of equipment or condition.  This method would replace the current method of filing an appeal.
     
  • S.B. 462 allows minor modifications to collector vehicles.  Currently, upgrades like safety glass, radial tires, a radio or hubcaps are reasons to deny registration.  This bill will allow minor changes that retain the spirit of historic authenticity.
