Oregon Introduces Bill to Substantially Tax Older Vehicles

  • H.B. 2877 would require registered owners of vehicles 20 years old and older to pay a $1,000 “impact tax” every five years. 
     
  • H.B. 2877 represents an attempt by legislators and regulators who have felt the heat from failed efforts to meet air quality goals to scapegoat older cars.  The old car hobby should not carry the burden of past mistakes!
     
  • H.B. 2877 ignores the fact that vehicles 20 years old and older are overwhelmingly well-maintained and infrequently driven and constitute a small portion of the overall vehicle population.  
     
  • H.B. 2877 is unfair to low-income vehicle owners that are forced to drive older vehicles as affordable transportation.

Overview: Legislation has been introduced in Oregon (H.B. 2877) to require registered owners of vehicles 20 years old and older to pay a $1,000 “impact tax” every five years.   Under the bill, vehicles registered as antiques would be exempted from the tax.  In Oregon, “Antique vehicle” means a vehicle that is older than one-half the number of years between the current year and 1900 (1958 model year and older) and that is maintained as a collector’s item.”
