Overview: Kansas has introduced SAN-supported legislation (H.B. 2595) to allow vehicles registered as “Antique” which are 50 years old or older the ability to forego a VIN inspection when applying for a title. The bill states Antique vehicles that are 50 years old or older only need a bill of sale as proof of ownership and an application when applying for a title. This bill expands antique vehicles eligible for certain titling procedures. Currently, only antique vehicles with a model year of 1950 or earlier can forego a VIN inspection and apply for a title using only a bill of sale as proof of ownership and an application. 

The original version of the bill applied to vehicles with a model year of 1960 or earlier but was amended to apply to vehicles at least 50 years old. The amended bill passed the Senate Transportation Committee and now awaits consideration by the full Senate.
