Pro-Hobby Bills Reintroduced in New York Assembly as Legislature Reconvenes!
 

A variety of pro-hobby bills, including SEMA model legislation, have been reintroduced in the New York State Assembly for the 2018 legislative session. These bills are pending before the Committee on Transportation and may be scheduled to be heard at any time.

A.B. 6563 - Creates a vehicle titling and registration classification for street rods and custom vehicles.

  •         The bill defines a street rod as an altered vehicle manufactured before 1949 and a custom as an altered vehicle at least 25 years old and manufactured after 1948. 
  •          Under the bill, kit cars and replica vehicles will be assigned a certificate of title bearing the same model year designation as the production vehicle they most closely resemble.

A.B. 2791 - Provides for Single License Plate

  •         This legislation establishes that only one license plate is required to be displayed on the rear of motor vehicles.
  •         A.B. 2791 would protect the aesthetic contours of collector cars and relieve vehicle owners of the burden and cost of having to create mounting holes on some fabricated and original bumpers.  

A.B. 2405 - Provide for One-Time Historic Vehicle Registration Fee

  •         This bill provides that historical vehicle owners only pay a one-time registration fee of $100 upon initial registration which would replace the annual fee of $28.75.
  •         The reduced registration fee would be available to owners of historical vehicles owned and operated as an exhibition piece or collector’s item and used for club activities, exhibits, tours, parades, occasional transportation, and similar uses.
