Nebraska Introduces Bill to Ease Titling and Registration of Specially Constructed Vehicles

  • L.B. 909 provides a specific registration and titling class for assembled vehicles, replica vehicles, reconstructed vehicles, and kit vehicles.
     
  • L.B. 909 defines “replicas vehicle” as a vehicle resembling a specific manufacturer’s make and model that is at least thirty years old.
     
  • L.B. 909 defines “kit vehicle” as a vehicle reproduction resembling a specific manufacturer’s make and model that is at least thirty years old.
     
  • L.B. 909 defines “reconstructed vehicle” as the designation of a vehicle permanently altered from its original design construction by removing, adding, or substituting major component parts.
     
  • L.B. 909 defines “assembled vehicle” as a vehicle which was manufactured or assembled less than thirty years prior to application for a certificate of title and is materially altered from its materially altered from its construction by the removal, addition, or substitution of new or used major component parts.
     
  • L.B. 909 clarifies the process and eases the burden of titling hobbyist vehicles.
     

Overview: A version of SEMA model legislation (L.B. 909) to ease the process by which replica, assembled, kit, and reconstructed cars are titled and registered has been introduced.  The bill is currently awaiting a hearing in the Transportation and Telecommunications Committee.
