Description: Alters the state’s fuel tax from a set percentage to a rate based on the fuel efficiency of vehicles driven on state roads; Tax is to be calculated by dividing the total vehicle miles traveled on state roads in a given year by the total gallons of fuel consumed for highway use in the commonwealth in a given year

Description: Replaces current fuels tax on gasoline, gasolhol and diesel fuel with a tax that is based on a percentage of the wholesale price of a gallon of regular gasoline

Description:  Changes the annual permit fees for operation of an overweight vehicle from a set amount to an amount established by the Commonwealth Transportation Board in consultation with the Commissioner of the Department of Motor Vehicles; Prohibits the operation of a motor vehicle whose gross weight is more than 5% in excess of the vehicle's legal gross weight limit

Bill: HB 375
Description: Mandates that any vehicle manufacturer that sold motor vehicles containing mercury switches within the state shall develop a mercury minimization plan; Mandates that a vehicle recycler shall remove all mercury switches from an "end-of-life vehicle," which is defined as a vehicle sold, given or otherwise conveyed to a vehicle recycler or scrap processing facility for the purpose of resale of its parts or recycling

Description: Allows a dealer to return any part or accessory that was sold to the dealer by the manufacturer, factory branch, distributer or distributor branch, through an automated ordering system provided that they return it within 90 days of receipt

Bill: HB 5531
Description: Requires licensed scrap dealers to keep records describing every vehicle purchased and record from whom it is purchased; Allows for the creation and implementation of ordinances that mandate a daily report be submitted to the police describing every purchase, exchange, or acquisition of any salvage or scrap vehicle

Description: Allows Prince William County to institute an ordinance providing for the removal of any vehicle for which there are 3 or more outstanding parking tickets that is found parked on private property

Description: Requires applications for title for water-damaged vehicles to be accompanied by documentation that the vehicle should not be considered a salvage vehicle and requires a fee of $50 to accompany the application

Bill: HB 563
Description: Delegates the duty of determining the proper equipment to be used by the police for their determination of sound decibel levels to the Division of Purchases and Supply, a division within the Department of General Services; Categorizes the sound equipment's readings as admissible evidence in a court of law; Mandates that the equipment must be calibrated every twelve (12) months for its readings to be admissible

Description: Provides that when one vehicle is towing another, the "fifth wheel," drawbar, trailer hitch or similar device must be structurally adequate for the weight being drawn, be properly and securely drafted, provide for adequate articulation at the connection without excessive slack and be provided with a locking device that prevents accidental separation of the vehicles

Description: Proposes that services provided through telematics systems are not to be considered as a service provided by "automobile clubs" (such as AAA), with automobile clubs being defined as legal entities which, in consideration of dues, promise their members to assist them in matters relating to motor travel or the operation, use, or maintenance of a motor vehicle and a "telematics system" as motor vehicle equipment that utilizes a GPS and wireless communications systems to collect and deliver information or services, or both, to and from a motor vehicle

Description: Repeals prohibition on use of radar detectors in motor vehicles

Issue: Cap and Trade
Bill: SB 128
Description: Retains the authority of the Air Pollution Control Board to provide for participation in the EPA-administered cap and trade system for NOx and SO2 to the fullest extent permitted by federal law, but prohibits the Board from requiring that electric generating facilities located in a nonattainment area meet NOx and SO2 compliance obligations without the purchase of allowances from in-state or out-of-state facilities
