Wisconsin Bill Allowing Hobbyists to Purchase Salvage Vehicles at Auction Has Been Introduced

  • S.B. 647 eliminates the burdensome Buyer Identification Card requirement, allowing for increased access to salvage vehicles.
  • S.B. 647 recognizes the burden Buyer Identification Cards place on hobbyist and individuals who would like to purchase salvage vehicles on their own.
     
  • S.B. 647 changes the definitions of junk and salvage vehicles to increase the size of the vehicles available from purchase from the vehicle salvage pool.
     

Overview: Legislation (S.B. 647) has been introduced in Wisconsin to eliminate the requirement of buyer identification cards to purchase vehicles from the salvage vehicle pool. Currently, only dealers may purchase scrappage vehicles at auction. This bill would eliminate that requirement and would allow individuals the opportunity to purchases salvage vehicles. In exchange, salvage vehicle dealers would be required to keep records of each vehicle sold from the pool.
In addition, the bill changes the definitions of "junk" and "salvage" vehicles to increase the number of vehicles classified as salvage.
