  • “Off-highway vehicle” refers to a vehicle designed for off-highway use and includes all-terrain vehicles and utility-terrain vehicles.

  • H.B. 2880 recognizes the fact that publicizing recreational opportunities in this state for off-highway vehicle enthusiasts is an important tool to promote tourism in the state and strengthen the local economy.

  • H.B. 2880 requires the state to complete an inventory of all state-managed roads, trails and wildlife management areas, where the operation of off-highway vehicles is permitted.  The inventory would identify the location, condition, and development level of each road, trail or area included in the inventory; identify the types of motorized and nonmotorized vehicles permitted; and identify any seasons and times during which use of a road, trail or area included in the inventory is restricted.

Overview: Legislation (H.B. 2880) has been introduced to require the state create and publicly post a list of state-managed areas where the operation of off-highway vehicles (OHVs) by the public is permitted.  The bill will be considered by the House Agriculture and Natural Resources Committee.
