South Dakota Introduces Pro-Hobbyist Bills for 2018 Session

- H.B. 1116 increases the mileage limitation for Special Interest vehicles from 6,000 to 9,000 miles
- H.B. 1116 allows for the personalization of plates on Special Interest vehicles
- H.B. 1117 allows for a single plate for certain model years for historic vehicles.
- H.B. 1117 would protect the aesthetic contours of historic cars and relieve vehicle owners of the burden of having to create mounting holes on bumpers.
Overview: Legislation (H.B. 1116) amends the law for Special Interest vehicles to increase the mileage limitation from 6,000 to 9,000 miles per year and to allow the option of personalized plates for these vehicles. In addition, legislation (H.B. 1117) amends the law for Historic vehicles to allow for a single plate for certain vehicle model year. Under current law, a “historic car” is a motor vehicle more than thirty years old and a “special interest vehicle” is a motor vehicle that is collected, preserved, restored, or maintained by the owner as a leisure pursuit and is not used for general or commercial transportation. Both bills have passed the House Transportation and will be sent to the House Floor.
