A.B. 616 would have prevented the New Jersey Department of Environmental Protection from starting an ill-conceived vehicle scrappage program. Scrappage programs have proven severely flawed and susceptible to fraud and ignore the fact that voluntarily upgrading vehicles with new technologies can be twice as cost-effective as scrapping vehicles.
