Maryland Bill to Provide “Second Chance” for Vehicles that Fail OBD Emissions Test Not Approved by Committee

Legislation (H.B. 677) requiring a vehicle emissions inspection facility, at the request of the owner of a vehicle that has failed an on-board diagnostics test, to immediately conduct an exhaust emissions test of the vehicle at no cost to the owner was not approved by the House Environmental Matters Committee.  The bill provided that vehicles that passed the exhaust emissions test after a failed OBD test would be deemed in compliance with emissions standards established for the vehicle.
